Promote expansion of resources that  . . .  

•  Promote healthy development of children, pre-conceptual to age seven.  Support pre-conceptual and prenatal education, parenting skills, prevention and early detection of child abuse and neglect. 
•  Support healthy development of school-aged youth through social and educational achievement and asset building activities. 
• Support families, schools, and communities in effectively serving youth that are exhibiting emotional, behavioral, and delinquency problems.
